Wed 10th March 1-2pm and 5.30-6.30pm at Bootle Town Hall

and then Southport Town Hall Thursday 11th March 12.30-1.30pm.

Buffet lunch at both lunchtime meetings.

It is really important to attend ONE of these meetings that ratify and confirm or elect all the Officers and Stewards who will act on your behalf for the forthcoming year.

Branch Executive Committee Supports Dave Prentis for General Secretary Election.

The Stewards Committee met today and unanimously agreed to support the nomination of Dave Prentis for General Secretary in the forthcoming elections. The all postal ballot will be sent to Members' homes and Sefton has joined with the North West and many other regions in recommending that our members vote for Dave Prentis. 3rd March BASW Jump The Gun!

BULLETIN FOR SOCIAL WORKERS: UNISON relationship with the British Association of Social Workers

 

You may be aware that the British Association of Social Workers (a professional association) has told Community Care magazine that it has dropped plans for a joint membership scheme with UNISON, and has decided instead to offer a discount on BASW membership for social workers who belong to unions or other professional associations.

We want to let you know that BASW have not discussed their new proposal with us before announcing it to the press. UNISON has not signed up to any offer or affiliation scheme with BASW. If BASW does approach us with a proposal we would need to consider and consult within the union before any decisions are made. Unless you were intending to join BASW anyway, we would therefore suggest that you don't take up this offer at the current time.

If there are any developments we will update you further.

 

Background

Only 1 in 8 social workers belong to BASW, although it is the largest social work professional association in the UK. It has therefore been actively looking at ways it can boost its size and profile.

BASW’s AGM voted in 2008 to develop a link-up with a trade union. Although there are a couple of other unions with very small numbers of social workers in membership, BASW was keen to talk to UNISON as we represent nearly 45,000 social workers in the UK.  During 2009 UNISON held a series of meetings with BASW to explore options for creating a UNISON-BASW joint membership scheme which would allow those social workers who wished to, to join both organisations for a single membership fee.

The talks were put on hold in September at BASW’s behest, however we have continued to liaise on areas of mutual interest, while recognising that in some areas we do have significant policy differences – such as on privatisation of social work. In Scotland, and in some English regions, there continue to be active joint working on policy and guidance between UNISON and BASW.

16th February 2010 -  BALLOT RESULT

The count of the ballot papers was completed on Friday Evening (12th Feb) and UNISON Members voted overwhelmingly to accept the negotiated package that will avoid the need for any compulsory redundancies this financial year. 80% of Members voted to accept the package on a 40% turnout with 17% rejecting and 3% spoilt papers. The GMB have reported that their members, on a very low turn out, voted by 4-1 also accept the package. Unite has not reported its result yet. Many thanks to all UNISON Members who took part in the Ballot.

The task ahead for Sefton UNISON over the next 12-24 months is to maintain the priority of avoiding job losses and to keep our members informed. As happened this year, regular communications and up-dates will continue to be posted in emails and on this website. Ultimately, our members will decide and it is clear by a massive majority that the negotiated package, whilst not without pain to our members, was seen as a far better option than major job losses. 

10th February 2010 - Ballot on Savings Package.

Deadline Approaches - The deadline for postal ballot papers to be returned to the UNISON Branch Office is this Friday (12th February) at 5pm. No papers returned after that date will be accepted. This is your opportunity to have your say in the democratic process and influence how UNISON responds to the Council's proposals. The outcome of the Ballot along with the other two trade unions who have also balloted their members will be announced next week. I have received an extremely high volume of emails in relation to the proposals and apologise for any delay in replying, but now believe every single query has been responded to in writing.

1st Feb 2010

All UNISON Members directly employed by the Council, along with members in Unite and the GMB have been sent the same Ballot papers asking members to tell their respective unions what they wish to do in relation to the proposed package to avoid compulsory redundancies. The decision is simple - if you accept the 1 year package then vote to accept it. If you do not and would be prepared to take part in Industrial Action to try and get an improved package, then vote to reject the package and vote in favour of being balloted for Industrial Action.

All 3 unions have issued a statement saying that the package is as a result of many hours negotiations and is the best we can achieve through talks.

The Chief Executive has written to all staff also advising of the ballot that would be binding on ALL staff, The letter was shared with UNISON prior to being sent out and urges non-union members to join a trade union - this would be a very useful time to remind all those non-union members that the Chief Executive encourages trade union membership, so maybe they should now join UNISON.

We are presently running a massive schools campign to raise awareness of the Schools Support Staff Negotiating Body (SSSNB) - we are the only union doing this. For our Schools' Officer to arrange a visit to your school simply call the Branch Office (0151 928 9911). Sefton UNISON sponsor a lot of community activities, children's football teams, Fund raising for families in crisis, Marine Football Club and the Kick Racism out of Football Initiative as well as a range of music and drama events - no other union in Sefton does this.

 ACTIVE - Above all UNISON is an active Branch - its actions speak louder than words. If you do not believe us, call 0151 928 9911 and simply ask for a workplace visit - we will guarantee such a visit whether there is 1 member or 101 - try it!

21st January 2010 - Talks Conclude

UNISON and the other 2 trade unions met again this morning with the Employer in a further attempt to avoid compulsory redundancies as part of the budget setting process. The talks concluded with a possible 1 year strategy to deal with the budget deficit and to allow further time to achieve savings without recourse to compulsory redundancies over the next 12 months. It was agreed that a Joint Trade Union Consultative Ballot would now take place and that members of those respective unions in the affected workplaces would all be given the opportunity to read the full detail and then vote in support or opposition to the strategy that months of negotiations have finally achieved. All UNISON Members will get these details sent to their home address with a stamped return envelope to the UNISON Office. The posting is set to go out on 29th January and will need to be returned by 12th February. Sefton UNISON will be urging ALL affected Members to use their vote and further details will be included in that mailing.

Due to the extremely high level of emails I am getting in relation to this, I am trying to communicate via the website and global UNISON emails, so apologies if I have not yet got round to replying to your individual email, but I will get there in time!

21st January 2010 - Talks Continue

UNISON met yesterday with the Employer in talks to avoid compulsory redundancies. The meeting lasted nearly 4 hours and they were believed by both sides to be constructive but without any firm agreement yet. It has been agreed that talks will continue today. UNISON Officers then met with the Branch Executive Committee (Elected Stewards) to report back on the negotiations and were given unanimous support to the line adopted which is one of the priority being to avoid any compulsory redundancies. Further information will be provided as talks progress.

19th January - 2010 - Talks continue tomorrow

Sefton UNISON is due to reconvene talks with the Employer tomorrow (Wed 20th Jan) to seek progress on the shopping list of terms and conditions options proposed by the Council. UNISON presented a Joint Trade Union position  that will require one of the items to be removed from the 'table' before constructive talks on the remainder can continue. Further details will be issued after those talks have taken place. We are attending a high volume of compulsory redundancy related meetings at the moment and if you are in UNISON and feel 'out of the loop', or want to have a workplace meeting, please contact the Office (0151 928 9911) and ask for a Workplace Meeting. We will be more than happy to come along and provide a report back for you on these and other crucial matters such as Job Evaluation.

17th January 2010 - Rewarded for Gross Misconduct Suspension

Sefton UNISON has learned that the Director of Finance is to receive a massive pay-off rather than face any Disciplinary Investigation into allegations of gross misconduct that led to his suspension. It is bad enough that such different, preferential treatment should be offered to such a Senior Officer, bad enough that this will cost the Council an extremely large sum of money at a time when his colleagues are telling us compulsory redundancies are needed to meet an alleged budget deficit - a budget deficit he was partly responsible for, bad enough that the complainant(s) will feel completely let down having taken the brave step in the first place to whistleblow on such a senior figure of the council only to see those complaints rewarded by a pay-off and no proper Inquiry. Worst of all however, is the sheer hypocrisy of treating such a  senior officer so differently than if it were one of our 'ordinary' members - they would almost certainly have faced a full investigation, police involvement, protracted and debilitating suspension and the stress of appearing at a Disciplinary Hearing with the real prospect of being immediately dismissed without any pay-off or any references and even the possibility of having pension payments reclaimed by the Council. No such treatment for this Senior Officer - he will be paid off under the guise of a restructuring whilst the rest of us remain to face cuts and compulsory redundancies.

It is of course quite possible that the Director of Finance is not guilty of the things he was accused of, like many UNISON Members. Unlike our Members however, there will not even be a proper investigation or hearing and so the allegations against him will never see the light of day as they will remain confidential - nice work if you can get it!

On Wednesday of this week (20th January) - UNISON will meet the Council again to try and progress the strategy to avoid compulsory redundancies. I will post further details after thoe talks have taken place.

27th January 2010 - National Holocaust Memorial Day

Today marks the 65th Annivesary of the liberation of Auschwitz-Birkenau, the Nazi Death Camp, in 1945. Throughout Europe this day is used to remember the victims of all genocide. Sefton UNISON has for many years been active in anti-racist and anti-facist activities and has a proud tradition of challenging exploitation and prejudice. Sefton UNISON will stand up to hatred and hopes that all Members today find some time to remember the victims of all crimes against humanity.

Trade unionists are opposed to those who deny the Holocaust and believe in International Solidarity. In difficult economic times, those perceived as 'outsiders' are often blamed as being responsible for societal and financial failings.  We believe that diversity and difference are to be celebrated and not exploited to create tensions and divisions in our community.

'It is not the pain of the oppressor that hurts the victim most, but the silence of the bystander'.

In whatever way possible, I hope you can commit to making a positive difference - we must remember and learn from the past - simply to say 'Never Again' is a slogan unless we actively commit to making that difference.

This year also we have joined with Sefton Equalities Partnership and produced a quite stunning Holocaust booklet comprising of artwork and poetry created by local schools and groups. Today is a day to remember the past and to commit to the future.
